In 2025 Rich Collins wrote an Executive Order for US President Donald Trump to sign moving the US Capital from Washington DC to Fort Riley, Kansas!
It's time to move the US Capitol from Washington DC to FT Riley Kansas to improve security/savings, and return DC to Maryland where the land came from! Rich also went to the White House web page and submitted it to both the President and Vice President's offices and it was accepted and acknowledged! Whether President Trump signs the EO or not who knows! Although the Constitution grants the Congress the right to choose the capitol location, their unwillingness to act despite the good it will do for the country, we need President Trump to step in and do this. By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered that the United States (US) Capital be moved from Washington DC to Fort Riley Kansas (FT Riley KS) effective 4 Jan 2027:
Section 1. Purpose and Policy. Four major problems with the current US capital of Washington DC which require the change are listed as:
Security: The capital is on the East Coast which is vulnerable to attack. Country capitals around the world are located in the center of the country for security.
Crowding: The capital, being a major city, has millions of people living here which are not part of the government which makes coming to do capital business difficult.
Crime: The capital has a major crime problem. Recent events include the murder of an intern Jul 25 and the carjacking of a congressman at gunpoint Oct 23.
Expense: The capital is a major city that is very expensive to live in and work in. Many congress people have complained about the cost of maintaining capital residence.
Section 2. Moving the US capital for security and savings to FT Riley KS effective 4 Jan 27. With the next congress the US capital is FT Riley KS eliminating all 4 problems in Section 1.
The offices and staff of the US President, Vice President, House of Representatives, Senate, Supreme Court, and the Cabinet Level Departments will convene on FT Riley KS on 4 Jan 27 and the capital will be moved.
The city of Washington DC including all property and people are returned to the State of Maryland from which they came. The exception of the White House, mall with monuments, and US Congress building which will become a museum.
The Army Corps of Engineers shall construct modest housing and office space for the new capital on FT Riley KS NLT 4 Jan 27.
All persons in Section 2 Item 1 will receive FT Riley modest free housing for their term.
The DC Judicial Circuit Court, no longer being needed, is disbanded.
Within 14 days of this order the US Attorney General conducts a legal review, and Director of the Office of Management and Budget develops and implements a plan.
