In 2025 Rich Collins wrote 2 items -

1. A history book called "The Greatest Commander in Chief" where he ranked US Presidents on their ability to win foreign wars! The book uses a unique scientific ranking system of 1. Gallup approval ratings, 2. foreign wars won, 3. foreign wars tied, and 4. foreign wars lost, to rank the US Presidents from best to worst! 2. An Executive Order for US President Donald Trump to sign moving the US Capital from Washington DC to Fort Riley, Kansas! It's time to move the US Capitol from Washington DC to FT Riley Kansas to improve security/savings, and return DC to Maryland where the land came from! Rich also went to the White House web page and submitted it to both the President and Vice President's offices and it was accepted and acknowledged! Whether President Trump signs the EO or not who knows! Here it is -

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered that the United States (US) Capital be moved from Washington DC to Fort Riley Kansas (FT Riley KS) effective 4 Jan 2027:

Section 1.  Purpose and Policy.  Four major problems with the current US capital of Washington DC which require the change are listed as:

1. Security: The capital is on the East Coast which is vulnerable to attack. Country capitals around the world are located in the center of the country for security.
2. Crowding: The capital, being a major city, has millions of people living here which are not part of the government which makes coming to do capital business difficult.
3. Crime: The capital has a major crime problem. Recent events include the murder of an intern Jul 25 and the carjacking of a congressman at gunpoint Oct 23.
4. Expense: The capital is a major city that is very expensive to live in and work in. Many congress people have complained about the cost of maintaining capital residence.  

Section 2.  Moving the US capital for security and savings to FT Riley KS effective 4 Jan 27. With the next congress the US capital is FT Riley KS eliminating all 4 problems in Section 1.  

1. The offices and staff of the US President, Vice President, House of Representatives, Senate, Supreme Court, and the Cabinet Level Departments will convene on FT Riley KS on 4 Jan 27 and the capital will be moved.
2. The city of Washington DC including all property and people are returned to the State of Maryland from which they came. The exception of the White House, mall with monuments, and US Congress building which will become a museum.
3. The Army Corps of Engineers shall construct modest housing and office space for the new capital on FT Riley KS NLT 4 Jan 27.
4. All persons in Section 2 Item 1 will receive FT Riley modest free housing for their term.  
5. The DC Judicial Circuit Court, no longer being needed, is disbanded.
6. Within 14 days of this order the US Attorney General conducts a legal review, and Director of the Office of Management and Budget develops and implements a plan.

August 13, 2025   Dear Retired Officer Collins, Thank you for taking the time to share your views regarding our justice system, public safety, and the rule of law. As President, one of my most critical duties is to restore the sacred principle of equal justice under the law for every citizen by rebalancing the scales of justice in our Nation’s halls of power.  Under the Trump Administration, the era of government weaponization is over—and a new era of justice, integrity, and honor is upon us. In recent years, the American way of life faced an existential threat from a corrupt political class that abandoned justice in favor of political retribution—allowing violent criminals to roam our streets with impunity while targeting parents, churchgoers, political opponents, and everyday citizens.  This decline of the American justice system ended the moment I took the oath of office. Under my leadership, we are empowering our law enforcement officers to do their jobs and keep our streets safe.  Violent criminals are once again being prosecuted to the fullest extent of the law—and the constitutional rights of every American citizen are once again being protected.  In July, I proudly signed an Executive Order to restore American cities and remove vagrant individuals from our streets, including by redirecting federal resources toward programs that tackle substance abuse and empowering State and local governments to commit individuals on the streets who pose a risk to themselves or others. My Administration is also fully committed to supporting our brave men and women in blue.  On my first day in office, I directed the Attorney General to pursue federal charges and seek the death penalty against anyone who murders a law enforcement officer.  I will never stop working to fully restore law and order in Washington, D.C., and beyond.
